The character of the person appointed to fill the Office, appears to me to be, after all, the only real security which the Government can provide against the difficulties which might possibly arise under the present arrangement. Invitation as regards private practice recommended by Sir J. Bowring would not in my opinion effect this object; on the contrary by degrading the Office, and rendering it unacceptable to persons of proved ability and fitness, it would, I think establish permanently the very evil for which it professes to provide an occasional remedy.
